Renovations could be coming for American Legion Hut in Clinton

The City of Clinton is planning extensive remodeling to the American Legion Hut before it begins renting the structure again.

The building was damaged during a family reunion on Jan. 28, 2017. The renter paid a $100 security deposit and a $250 rental fee. A police report said at the reunion, windows were broken, ceiling tiles were knocked out, shots were fired, and blood was found on the building’s floor. A strong odor of marijuana was detected when officers responded, the report said, and a drunk angry person was confronted in the parking lot.

City Manager Bill Cannon suggested the council not move ahead, yet, with renovations until he has a chance to visually inspect the building. Cannon’s first day on the job in Clinton was Jan. 2.

The scope of work envisioned for the building is windows and doors replacement, a handicapped-compliant deck and an ADA-compliant door, handicapped parking space on North Adair Street, fixing the damaged fascia, front entrance siding repair, changing out interior pine paneling with Sheetrock, replacing dropped ceiling, refinishing floors, and changing an office and shortage space into ADA-compliance restrooms. Cost estimate presented to the Clinton City Council, meeting Monday night in regular monthly session, was $177,000 to $285,000.

Before it was damaged, the building near Clinton Middle School apparently was a money-maker for the City: rented 24 times in 2014, 25 times in 2015, and 15 times June 2016-Jan. 28, 2017.

The City will take action to recover from the signee of the rental agreement for the January 2017 family reunion the costs associated with repairs to the building.

The Clinton City Council also agreed to make Cannon its alternate member on the PMPA board and agreed to provide the city manager a $500 per month vehicle allowance, rather than a city-owned car.

Council agreed to a vehicle purchase - $71,148 to Cooper Motor Co. of Clinton for an electric department service truck. Council member, and Cooper employee, Gary Kuykendall, recused himself from the vote. The purchase was approved unanimously by the remaining council members.
