He was born in Colbert, Georgia and was the son of the late William Tinsley and Ruby Herring Scogin.
Mr. Scogin was in home construction for many years and later retired from the CNNGA; he was a member of Hurricane Baptist Church where he served as a Trustee and a US Navy Veteran of WWII.
He is survived by three sons, Michael Scogin, Jerry Scogin and David Scogin all of Clinton, two sisters, Jo Nell Moss of Whitmire and Evelyn Fennell of Greenwood, two grandchildren, Leigh Anne Waters of Saluda and Jonathan Scogin of Joanna.
Mr. Scogin was predeceased by his wife, Myrtis Barrett Scogin and brother, Arthur Scogin.
A graveside service will be conducted on Wednesday, April 12, 2017 at 1:00 P.M. at Pinelawn Memory Garden. The family will greet friends following the service.
The family requests that in lieu of flowers that his family and close friends personally share their favorite stories and photos of Cecil with them or make donations to the two charities he cared most about, SCDNR for Hunter Education Program, 1000 Assembly St, Room 310, Columbia, SC 29201 or the Palmetto Equestrian Therapeutic Riding Program, P.O.
